Serbia recently passed the Law on Special Conditions for the Registration and Entry of Property Rights
This law enables the majority of owners of illegally constructed buildings to legalize their property and obtain full legal security under the principle of “one’s own property on one’s own land.” The legalization fee will range from 100 to 1,000 euros.
Applications for property rights registration will be possible 45 days after the law enters into force, and the submission period will remain open for 60 days.
Since the application process will be conducted electronically, all required documentation must be prepared in digital format. This includes digital photographs of the property, scanned contracts, inheritance decisions, and other relevant paper documents, as well as a geodetic report in electronic form (if required or already available). All documents should be ready and accessible on your computer, mobile phone, or USB drive.
It is recommended, though not mandatory, to register as an eCitizen, which will make it easier to access the online platform for submitting applications and tracking their processing status.
The law provides that all properties will first be recorded and subsequently registered in the Real Estate Cadastre, thereby allowing citizens to freely dispose of their property — through sale, inheritance, mortgage, or legal connection to communal and other infrastructure systems.
